All players are ranked #1 though #16 using the Stage 2 results. Stage 1 results are only used to break ties. I think that my enumeration of who will be in what group from the tournament description makes this clear. I will edit the Tournament Description to make it even clearer...
Here is a cut-and-paste from the original tournament description. As I stated, I think that the enumeration makes it very clear which way the groups will be seeded and also how players will be ranked to get in. Compare this enumeration to the one I provided for Round 2 seeding. Clear, no? But I do agree the text above the enumeration could be improved. I have done that to make it even clearer! Thanks.
All / any other comments are welcome. I'd like to codify the particular method for repeated use, so wordsmithing suggestions are very helpful. Note, that in this particular instance of this tournament - I did not do the round 1 seating. Because we had that false-start of round one (where 18 games were erroneously launched for each player) CGE intervened and reset the tournament for us. At that time, CGE did the round 1 seating. I'm actually not sure if they did it completely randomly... they may have used player rank to seed each group. Is that a better way than random? What do you think?

"STAGE 3 - 6 games
Stage 3 will have an 8-player winners bracket and an 8-player losers bracket based on the TVP accumulated in Stage 2. TVP from Stage 1 will only be used to break ties - using the combined full score of both Stages.
