I would like a clarification on the following rule:
"Gang rules:.
Gang members are allowed to help each other during games. So you can communicate with each other about moves and actions.
However it is forbidden to communicate with other gang members. They are your enemies. Leave them alone.
So you cannot create bonds with them or allign strategies."
Are you allowed to use pacts/agreements? Is the above rule just meant for communication outside the "in-coded game rules" or does it mean that you arent allowed using for instance "Open border agreement"?
