Amorin It is different tactic in the sense that is can be adapted differently and it is listed separately in the common tactic area. It is also not the same card, as you will need to have played two different tactic card (of same tactic) for this the occur, eg, fighting band played by non Sun Tzu player is one copy and the fighting band played by Sun Tzu player is another copy and leave it boosted after Sun Tzu leaves. One player can later adapt to the normal fighting band, while another can adapt to the Sun Tzu fighting band. If Sun Tzu player simply adapt to the existing fighting band (without playing his own copy) and boosted it when he leaves play, only 1 fighting band will be in the common tactic (the boosted version). Normally, if two non Sun Tzu player plays the different copy of same tactic the second copy is discarded from the common tactic area. The examples you gave such as Great Wall and Fleming only applies to one player, but common tactics can be used by different players.
